NOMINATIONS


PRESIDENT

Raja has been living in Cooke town for over 30 years. He has been passionately (and silently) involved in making Cooke Town a better place to live through actions regarding safety, accessibility, sanitation, walkability, foot path encroachments and Building violations.

Raja brings 30 Yrs of Corporate experience (2 decades in leadership positions), including as President and Co-Founder of Happiest Minds, an IT Services company, growing it to 2500 People before stepping out to focus on community service. His strengths include leadership, visioning, building emotional bonding within and between diverse groups, Finance, HR, Facility Mgt, Transport, Admin, Sales, Audit and Program Management.

Raja also brings 2 DECADES of Community Services experience as a Pastoral Counsellor, Teacher, Trainer, Parish council member, Member of national bodies of the Catholic Church of India.

He is an active Board Member in NGOs, Financial Services companies and Educational Institutions. He has also been involved with several Industry bodies such as NASSCOM, CII and BCIC.

RAJA SHANMUGAM

I am Albert R & I have been a resident of Cooke Town since the last 50 years. I am a Founder Member of the CTRA and have actively strived to help Cooke Towners solve many of their civic issues.

I’m a Graduate. I have served three chief ministers and several cabinet ministers in the state as well as two union cabinet ministers in Delhi. Also, served as officer on special duty to the union cabinet secretary at Rashtrapati Bhawan, New Delhi.

Since the past one year, I have facilitated the Cooke Town community to address their civic and law enforcement issues. Our hon’ble MLA/Minister and his office have been very supportive of my endeavours and a good working relationship has been established with their office which will help Cooke Towners in the years to come.

The opportunity to serve as President of CTRA will allow me to engage proactively for the development and betterment of the Cooke Town Community.

RAPHAEL ALBERT


VICE-PRESIDENT

Suresh is not just a 2nd Generation Cooke Towner.

Mr. Raju, his father was a past President of REWABE and Suresh is one of the Founding members and incumbent VP of CTRA!

There is also a generational linkage with the High Street Children’s Park, an important landmark in Cooke Town. While Mr. Raju was instrumental in setting up the Children’s Park through the efforts of REWABE, not many might know that Suresh himself fought tooth and nail to save the same park from being gobbled up by influential Land Sharks during the COVID crisis.

Soft spoken with a strong will, Suresh believes in the peaceful coexistence and cooperation among Cooke Towners. He is also passionate about Parks and community lung spaces in Cooke Town.

Currently a successful entrepreneur, Suresh also has 30 years of Corporate experience including as an MD in a German firm.

I am excited to contest for the post of Vice President to continue serving our wonderful Cooke Town community that I have proudly called home for over 30 years.

With a strong background in business (Travel, Tourism & Printing) and a proven record of community leadership—as a frontline COVID warrior, Traffic Warden with Bangalore City Police, and an active member of multiple community committees—I am committed to bringing safety, unity, and growth to our neighborhood.

SAWOOD SAIT


SECRETARY

As a proud 3rd generation Cooke Towner, I have had the privilege of being a Founder Member of the Cooke Town Residents Association (CTRA) and currently serve as Joint Secretary on the Executive Committee. Over the past two years, I have worked closely with civic departments to resolve issues and ensure timely, positive outcomes for our community. One of my most fulfilling milestones has been bringing residents together and fostering unity.

With this experience and visible track record, I now wish to contest for the position of Secretary. My goal is to ensure continuity in the progress of CTRA while contributing further to the welfare of our beloved community.

Professionally, I bring 17 years of experience in Investment Banking and currently serve as Assistant Vice President – Senior Consultant at Capco Technologies. I look forward to serving with commitment, teamwork, transparency, and enthusiasm

MATHEW VERGHESE

I am Shoba Raghavan, from Bangalore, and a resident of Hutchins Road 6th Cross since 1976. I hold a B.Com degree and have a working knowledge of most of the South Indian languages and Hindi. I have over 36 years of work experience with the State Bank of India, where I built a fulfilling career, meeting & serving public efficiently. After my retirement, I have been actively involved with the residents of our area, working together to address civic needs. I have taken special interest in

coordinating with BWSSB to ensure regular water supply which was not so since August 2024, and in maintaining the cleanliness and infrastructure of our neighborhood. I strongly believe that a well-kept and cooperative community benefits every resident, and I am always willing to lend my time and effort towards that goal. My professional background, gave me the advantage of associating with a lot of Government office staff, and having a long association with this locality since 1976, helped me contribute effectively till date

SHOBHA RAGHAVAN


JOINT SECRETARY

Chandan is an active citizen dedicated to the holistic betterment of Cooke Town. A key part of his vision is reclaiming public spaces—such as parks and pavements—to make the neighborhood more livable, safe, and sociable. He is especially committed to improving traffic regulation and ensuring that our pavements are thoughtfully planned and accessible.

With a deep concern for the environment and animal welfare, Chandan hopes to collaborate with like-minded Cooke Town residents to organize walks, workshops, and community events. These initiatives will not only foster awareness but also build collective support for the welfare programs he envisions.

On a personal note, Chandan is passionate about scuba diving, birdwatching, and skeet shooting—lifelong pursuits that reflect his spirit of adventure and love for the outdoors.

CHANDAN SHYAM

Yvonne has been in Cooke Town for over 30 years. For the past 15 years she has been involved in addressing the needs of the Balaji Layout, taking it under her wings. Quiet, soft spoken with a steely interior, she has also been involved with Civic issues in Bangalore far beyond the boundaries of Cooke Town.

She has been passionately engaged in enhancing the quality of life of elders in the community, especially in the 80+ groups. She also feels strongly about animal welfare, especially strays around the community.

Her Credo:

• Be a positive influence by promoting kindness, respect, and inclusivity.

• Show empathy, compassion and understanding towards our neighbours and community members.

• Get our community to come together and get everyone involved.

• Organize events for all ages, especially elders.

YVONNE RAVISHANKAR


TREASURER

Prasun is a qualified Cost Accountant & Masters in Commerce.

He has worked in the corporate sector with a Swedish company for over a decade as Internal Auditor & Financial Controller. He has since been running his own companies for the past 3 decades in the fields of steel fabrication , leadership development , real estate , health & wellness , & recently started a new company into Trekking & Hiking.

He has a wealth of experience in finance & audit & entrepreneurship.

He has been living in Cooke Town since 2004. He is married to Meera who is an interior designer . Their only daughter Deshna runs her own design label in western clothes.

Prasun is currently the Treasurer of CTRA since inception & has kept a tight control on the association finances

PRASUN BANERJEE

Sandeep has been a Cooke Town resident for just 2 years and a Bengalurean for 4, but brings a strong track record in finance, business, and civic engagement.

He has done CA, M.Com and a Postgrad Diploma in Indirect Tax Management from NMIMS. He serves as an Independent Director on the Board of a BSE-listed company, and his 36-year career includes 4 different entrepreneurial ventures.

Earlier in Mumbai, he co-founded a residents’ association, filed over 100 RTIs with the BMC and Maharashtra Govt, and was an Authorised Consumer Representative at the Maharashtra Electricity Regulatory Commission.

A member of the Rotary Club of Bangalore, Catholic Club, FKCCI, and Chapter President of US–India Importers’ Council (Bengaluru), Sandeep is also visiting faculty at 3 universities.

Tech-savvy and an organiser at heart, he manages ~3,000-member WhatsApp groups like The Curated News & Behavioural Science.

He believes in fiscal accountability, balanced governance, and a collaborative, non-political approach to empowering Cooke Town residents.

ISHTAYAK AHMED BASHEER

Cooke Town’s rapid growth has resulted in demand-supply mismatch of essential services (water, power, infrastructure) leading to erosion of quality of our life.

I am a Cooke Town resident from past two decades. My experience spans over 25 years in IT industry, coordinating multiple teams to get things done and exposure to cultures across countries. My traits are Commitment, Hard-work, Self-less Belief of doing good to the society.

I promise to work collaboratively with the CTRA EC and Residents of Cooke Town to interface with Civic authorities to resolve vexing issues.

I wish to see my son, daughter and their next generations living in Cooke Town as a “World Class, Diverse, Harmonious community of compassion and respect" and I’m sure so do you.

Errol Dale Pinto brings over three decades of corporate leadership (AT&T, Vodafone Idea, Godrej, M&M) and currently heads India Sales at CITRIoT, an AI-ML startup. A successful entrepreneur and owner of “TECHiLA” pub, Errol now wishes to dedicate his experience to strengthening our community.

His vision is simple yet powerful: Cooke Town is not just a neighborhood, it is home—an inclusive, safe, and vibrant space. He believes our diversity is our soul and must be protected and celebrated.

Errol’s commitment includes:

ERROL DALE PINTO

I am Rehan Shaikh, a resident of Bangalore since 50 years, and a resident in Cooke Town for about 4 years, having chosen to move here in order to enjoy its old world charm.

 I have been a serial entrepreneur for over 30 years, having run several businesses, with a large part of my life spent setting up and running two healthcare BPO/IT companies.

 I have been involved with social and philanthropic activities as part of different trusts, as well as in CSR activities.

 Like all Cooke Towners, I am concerned about the changing landscape of Cooke Town and want to work towards preserving the charm of this community and in fostering a safe and clean neighbourhood.

REHAN MAHMOOD SHAIKH

I am Ronald Rego, a resident of Cooke Town, living on Wheeler Road Extension.
From 1982 to 2020, I was based in Kuwait, where I founded and successfully managed my own logistics business for nearly three decades. My professional journey strengthened my skills in leadership, organization, problem-solving, and collaboration with diverse groups of people.Alongside my career, I also served on the Executive Committee of the Kuwait Canara Welfare Association for six years, where I gained valuable experience in community service andleadership. In 2020, after retiring, I returned to Bangalore and have since been actively engaged in initiatives for the welfare of residents. These efforts include coordinating with BBMP officials to improve waste management and ensure timely garbage collection, liaising with authorities to replace faulty streetlights, and participating in discussions on civic issues. With my professional and community experience, I remain committed to creating a cleaner, safer, and more vibrant neighborhood.

RONALD REGO

I am an Advocate by profession. I have worked with former Advocate General of Karnataka who is a designated Senior Counsel for the High Court of Karnataka at present. I have served in Government of Karnataka for considerable length of time. Later I was an advocate for Reliance Industries representing Karnataka operations.

i am a resident of Cooketown for over 45 years.

By nature I am very meticulous and sincere and honest in whatever I undertake. I have been attending to civic problems in my part of Cooke Town. Hope to serve the community to the best of my ability if elected along with other members of my group.

R. VIJAYA BHASKARA REDDY

My name is Shazia Ahmed, since 2015, Cooke Town has been my home.

I completed my schooling at St. Francis Xavier’s, graduated from Mount Carmel College, and earned my master’s from IIM Calcutta—an experience that shaped my perspective on leadership, teamwork, and inclusivity.

Professionally, I have worked with IBM and Capgemini in project management, operations, and strategic planning. These roles helped me build strengths in collaboration, conflict resolution, and execution—skills I believe can also support our neighbourhood initiatives.

Joining this committee is about giving back to the community. I believe a strong neighbourhood is built not just on infrastructure but also on meaningful connections where people feel safe, heard, and included.

 I look forward to contributing towards making Cooke Town a cleaner, safer, and more connected for all of us.

SHAZIA AHMED

I’m A.S.Sampath Mudaliar a resident of Cooke Town for over 40 years. My schooling was at Clarence High School & St Joseph’s College followed by Elect Engg at BMS College of Engg with a PG qualification from the India Institute of Science I have worked with MSEB( now KEB) at the Meters and Relays Testng Lab & then joined the DRDO (in LRDE) and retired as Dy Director. I had the privilege of serving under A P J Abdul Kalam in the IGMDP and Nuclear Program. The’icing on the cake’ was my involvement in the AKASH missile development which was recently used in Operation ‘ SINDOOR. Having served in various RWA’s
I am deeply committed to serve the community.

SAMPATH MUDALIAR

My name is Tanya, and I have been living in and around Cooke Town since 1986. I remember the neighborhood as a quaint happy place, and I hate to see how crowded and dirty it has become now. We need to revive the feeling of belonging and responsibility for our surroundings among the community. As an EC member, I will do my best to educate my neighbors on garbage segregation and the impact of littering. I am passionate about Mindfulness, Community and Animals. We can always choose kindness and would like to encourage more people to do that. I’ve started my career in marketing and advertising and have been an entrepreneur for over 20 years. I excel at getting things done and can be doggedly persistent. I believe we need to work together to affect the changes we want to see around us and that no one will do for us that we can do for ourselves. 

TANYA ELDRED BHAT

My name is Mohamed Anas Adam, and I have had the privilege of calling Cooke Town my home since birth. Having been born and brought up here, I share not just an address with this neighborhood, but a lifetime of memories, friendships, and experiences that have shaped who I am today. Cooke Town is more than just where I live—it is my community, my family, and my identity.

It is with this deep connection that I am standing for the post of Committee Member in the Cooke Town Residents Association. My vision is to see Cooke Town grow into the best neighborhood to live in—a place that is safe, inclusive, and welcoming to all. I want to ensure that every resident feels a sense of pride in being part of this community, where voices are heard, concerns are addressed, and opportunities for improvement are embraced with unity and cooperation.

As your committee member, I will dedicate myself to promoting safety, building stronger bonds between neighbors, and creating an inclusive environment where every individual and every family feels valued. Together, we can work towards better amenities, a cleaner and greener locality, and a neighborhood that reflects the very best of community living.

My name is Mohammed Farhan, and even without experience, I believe I can make a positive impact in my community. Helping others doesn’t always require expertise—just a willingness to contribute. I can start by volunteering anywhere my team asks me too. I can also get together with all committee members who were part of this last year to understand where major impacts can be made. I’m committed to learning, growing, and doing whatever I can to support and uplift those around me. My goal is to be an active, caring, and dependable member of the community.

Godfrey is a proud fourth-generation Cooke Towner whose roots run deep in the very heart of our neighbourhood. Having grown up amidst the bylanes and friendships that define Cooke Town, he carries forward a legacy of community spirit and belonging. For Godfrey, home is not just about where we live but about how we live—with kindness, respect, and togetherness at the core.

He firmly believes that a strong community is built when everyone feels connected, supported, and valued. Guided by the principle of “all for one and one for all,” Godfrey envisions Cooke Town as a place where neighbours are family, where challenges are met with unity, and where celebrations are shared with joy. GENERAL GUIDELINES

 Background

 This form is intended for valid Members of the Cooke Town Residents Association (CTRA/ Association) who wish to submit their nomination for election to the Executive Committee in accordance with the Association’s Bye Laws.

 Please note that Executive Committee comprises of persons with the following designations:
1.         President – 1 Post
2.         Vice-President – 1 Post
3.         Secretary – 1 Post
4.         Joint Secretary – 1 Post
5.         Treasurer – 1 Post
6.         Committee Members – 6 Members

Eligibility criteria

1.   A member who wishes to contest for a specific post on the Executive Committee shall be eligible to contest an election if they:
a.                  are in good standing and have no arrears of membership dues as on the date of nomination;
b.                  are of sound mind and not declared legally incapacitated by any competent authority;
c.                  have not been convicted of any offence involving moral turpitude or criminal misconduct; and
d.                  do not have any direct financial or material conflict of interest in relation to the affairs or contracts of the Association.

2.  Each nomination must be proposed by two (2) eligible Members of the Association, who shall provide their full names, membership numbers, and signatures in support of the nomination.

Deadline for filing of nomination

The completed nomination form must be submitted no later than 5.00 pm on the day preceding the Annual General Meeting (AGM) at which the election is to be held. Nominations submitted after the deadline will be deemed invalid and rejected. Similarly, previously submitted nominations may be withdrawn no later than 5:00 PM on the day preceding the AGM. Candidates are encouraged to submit their nomination as early as possible and not wait for stipulated deadline to facilitate quick scrutiny and updating of the candidature on the website of the Association.

Nomination forms shall be submitted either in sealed covers or electronically by e-mail. The physical, duly completed, nomination forms shall be deposited with the Returning Officer, Gerald Manoharan whose residence is situated at SamaRia, No. 13, 3rd Cross D’Costa Square, Wheeler Road Extension, Bangalore – 560 084. Please note that the nomination forms should be dropped into the post box which is placed beside the main gate of the residence. After depositing the envelope, please send an email to cooketown@outlook.com confirming that the nomination has been dropped off or handed over to the Returning Officer.

For those submitting the nomination forms electronically, please ensure that the form is completed in its entirety, printed, duly signed, scanned and mailed in PDF format to cooketown@outlook.com. Please note that all the pages must be completed and scanned properly, failing which the said nomination form will be considered invalid.

This section outlines the formal procedures governing the nomination of candidates to the Executive Committee of the Cooke Town Residents Association (CTRA), in accordance with the Association’s Bylaws.

  1. Submission of Nomination Forms
    Any eligible member of the Association who intends to contest for a position on the Executive Committee shall be required to complete the prescribed Nomination Form in full, enclosing all mandatory particulars and credentials as specified therein. The completed form must be submitted in a sealed envelope addressed to the Secretary, within the stipulated timeline.

  2. Deadline for Submission
    All nomination forms must be submitted no later than 5.00 pm on the day preceding the Annual General Meeting (AGM) at which the election is to be held. Nominations submitted after the deadline will be deemed invalid and rejected. Similarly, previously submitted nominations may be withdrawn no later than 5:00 PM on the day preceding the AGM.

  3. Mode of Submission
    Nomination forms shall be submitted either in sealed covers or electronically by e-mail.   4. Mandatory Contents of the Nomination Form
    Each Nomination Form shall contain the following details, which may be amended or supplemented by the Executive Committee from time to time:

    • Full name of the nominee;

    • Age;

    • Residential address;

    • Contact number and email address;

    • Name, address, contact details of two proposers supporting the nomination, both of whom must be eligible voting members of the Association;

    • The specific office for which the nomination is submitted (e.g., President, Secretary, EC Member, etc.)

  5. Scrutiny of Nominations
    Upon receipt, all nomination forms shall be subjected to a process of scrutiny by the Returning Officer, who shall verify the completeness, accuracy, and eligibility of the submissions. The Returning Officer shall have the exclusive authority and discretion to accept or reject any nomination found to be incomplete, inaccurate, ineligible, or otherwise non-compliant with the rules of the Association.

  6. Publication of Valid Nominations
    The final list of validly nominated candidates shall be published and circulated to all members of the Association via official communication channels, including but not limited to the website, email, notice boards, or registered social media platforms, following completion of the scrutiny process.

  7. Withdrawal of Nominations
    A candidate who has submitted a valid nomination may withdraw their candidature by sending a written request to the Returning Officer, either via email to
    cooketown@outlook.com or by physically depositing a hard copy of the withdrawal in writing (address: SamaRia, No. 13, 3rd Cross D’Costa Square, Wheeler Road Extension, Bangalore – 560 084), no later than 5pm on August 29th, 2025. No withdrawals shall be permitted beyond the prescribed time.

  8. Unopposed Elections
    In the event that only one valid nomination is received for a particular post and the nominee consents to serve in that role, the Returning Officer shall declare the candidate as elected unopposed, and no voting shall be required for that post.

    ELECTION PROCESS AND VOTING GUIDELINES

This section outlines the formal procedure for conducting elections to the Executive Committee of the Cooke Town Residents Association (CTRA). The election process shall be conducted under the supervision and authority of the Returning Officer, who is entrusted with the impartial and efficient administration of the electoral proceedings, in accordance with the Association's Bye-laws.

  1. Conduct of Election Proceedings
    The Returning Officer shall be responsible for conducting the election process at the Annual General Meeting (AGM). The Returning Officer shall call the meeting to order, ensure orderly seating of Members, and maintain decorum throughout the proceedings.

  2. Declaration of Unopposed Candidates
    Prior to the commencement of voting, the Returning Officer shall announce the names of those Members who have been elected unopposed, having received no opposing nominations for their respective offices. Such candidates shall be declared elected unanimously, subject to confirmation of eligibility.

  3. Announcement of Valid Nominees
    For posts that are contested, the Returning Officer shall announce the names of all valid nominees, along with the office for which they are contesting. This information shall be made available to all Members present at the meeting.

  4. Management of Proxy Votes Submission and Scrutiny
    All duly executed proxy forms, submitted to the Secretary at least seven (7) days prior to the scheduled meeting, shall be handed over to the Returning Officer for verification. The proxy forms may be submitted at the registered office of the Association, No. 19, Lewis Road, Cooke Town, Bangalore – 560 005 (next to State Bank of India, Cooke Town Branch), or those submitting the proxy forms electronically, should ensure that that the form is completed in its entirety, printed, duly signed, scanned and mailed in PDF format to
    cooketown@outlook.com.

  5. Conditions Governing Proxy

    • A proxy may only be appointed in favour of another eligible Member of the Association.

    • No individual Member shall act as proxy for more than ten (10) Members.

    • Invalid, incomplete, or improperly submitted proxy forms shall be rejected.

6. Candidate Address (Optional)
The Returning Officer may, at his/her discretion, permit each nominee to briefly address the General Body. The purpose of this address shall be limited to presenting their credentials and vision. This provision is discretionary and not mandatory.

7. Separate Voting for Each Office
The election for each office of the Executive Committee shall be conducted separately. Members shall cast distinct votes for each individual office (e.g., President, Secretary, EC Member), in accordance with the prescribed procedures.

8. Voting Methodology

a.                   For Offices with Two (2) or Fewer Contestants

At the discretion of the Returning Officer, elections may be conducted either:

i.                    By a show of hands, or

ii.                  Through ballot papers or any other method deemed appropriate.

In all cases, the number of votes (including valid proxy votes) cast for each candidate shall be accurately recorded.

b.                  For Offices with More Than Two (2) Contestants

The election shall be conducted through a secret ballot. The following rules shall apply:

i.                    Ballot papers in physical or electronic format, shall list the names of all contestants and the specific office being contested.

ii.                  Each Member shall cast only one vote per office.

iii.                Multiple votes cast for a single office shall render the ballot invalid for that office.

iv.                The Returning Officer shall explain the format and layout of the ballot paper or the electronic voting format before voting begins to prevent invalid markings.

v.                  Alternate voting methods such as electronic or computer-based voting may be employed, subject to feasibility.

9. Counting of Votes and Declaration of Results

i.                    Upon conclusion of the voting process, all votes shall be counted by two (2) scrutinizers appointed by the Returning Officer.

ii.                  The scrutinizers shall verify the count and report the results to the Returning Officer.

iii.                The candidate who secures the highest number of valid votes for each respective office shall be declared elected to that position.

10. Tie-Breaking Procedure
In the event of a tie between two or more candidates for a single office, the Returning Officer shall declare the need for a fresh round of voting limited to the tied candidates only. The process shall be conducted immediately, following the same voting and counting procedures.

11. Preservation of Election Records
Upon completion of the election process, the Returning Officer shall return all ballot papers, nomination forms, proxy forms, and other related documents to the Secretary of the Association, who shall retain them for record-keeping and audit purposes, in accordance with the rules of the Association.

 CODE OF CONDUCT

This section outlines the formal Code of Conduct for Candidates contesting elections for the Executive Committee of the Cooke Town Residents Association (CTRA) in accordance with the Association's Bye-laws.

I.  Decorum and Order in Electoral Conduct

  1. All candidates contesting elections to the Executive Committee of the Cooke Town Residents Association (CTRA) shall conduct themselves with the utmost decorum, discipline, and mutual respect throughout the electoral process, including during nomination, interaction with Members, and participation in the Annual General Meeting (AGM) or any other electoral forum.

  2. Candidates shall refrain from engaging in disruptive behaviour, personal attacks, defamatory remarks, or character assassination of other candidates or Members, any conduct or communication that undermines the dignity, objectives, or orderly functioning of the Association.

  3. The Returning Officer shall have the authority to issue warnings, recommend disqualification, or report violations of this provision to the Executive Committee, subject to the Bylaws of the Association.

  4. Candidates must uphold the values of integrity, transparency, and fairness throughout the election process.

  5. Election campaigning amongst Members is only permitted via personal communications, one-on-one meetings. Telephone reach is permitted. Creating broadcasting groups on any form of social media group is not permitted. Canvassing for candidature of self or of others by setting up a page, handle or similar identifiable link on any social media platform, including WhatsApp, LinkedIn, Twitter is not acceptable. Similarly, if a person, who is not a candidate, but is using any of the above platforms for the benefit of a particular person/ candidate or a group of persons is also not permitted and such violations, when brought to the notice of the Returning Officer or on receipt of a complaint from any Member will be entitled to summary dismissal from contesting in the election. 

  6. Campaigning must be respectful and issue-based. Personal attacks, hate speech, or communal appeals are strictly prohibited. No candidate shall distribute false or misleading information about other candidates.

  7. Any attempt to circulate misinformation, misrepresent facts, or bypass official channels shall be deemed a violation of this Code and may result in disciplinary action, including disqualification from contesting.
